Declassified SIP Confirms How the Government Was Weaponized Against Ordinary Americans
The declassification of the Biden Administration’s Strategic Implementation Plan (SIP) for the National Strategy for Countering Domestic Terrorism is a bombshell, yet the media is completely silent. Even conservative outlets have largely ignored what may be one of the most chilling documents in modern American history.
Now that the SIP is public, thanks to ODNI Director Tulsi Gabbard, we can see with our own eyes how the federal government built a framework to target political opponents, suppress dissent, and silence ordinary Americans and target political opponents. This isn’t conjecture. It’s written in black and white.

It’s structured around four pillars that sound harmless but are full of vague and ideologically loaded terms, like “anti-government sentiment” and “anti-authority views.”
These phrases are never defined, yet they are the foundation for classifying Americans as potential domestic violent extremists (DVEs).
The plan encourages:

Threat monitoring by educators, school counselors, and mental health professionals.

Training law enforcement to identify extremist “symbols” and “language.”

Creation of federal-local threat assessment teams to preemptively monitor individuals.
Real-World Examples of Abuse
This isn’t just theoretical. The SIP has already been used, both directly or indirectly, to target perceived political opponents in multiple high-profile incidents:

The FBI’s Richmond memo targeted traditional Catholics, labeling them extremists for attending Latin Mass and opposing abortion. The memo cited the Southern Poverty Law Center (SPLC), exactly the kind of “non-governmental source” encouraged under Pillar 1.1.1c.

Parents attending school board meetings were labeled potential domestic terrorists. DOJ and the FBI activated Joint Terrorism Task Forces, weaponizing the Pillar 2, which promotes pre-crime prevention through community “threat teams.”

Pro-life activist Mark Houck was arrested in an aggressive FBI raid for a case already dismissed by local courts. His views on abortion aligned with what Pillar 4 deems “long-term contributors to domestic terrorism.”

The FBI created a MAGA domestic terrorism threat tag, tracking Americans based on political affiliation. Pillar 1.1.1a encourages increased “analytic production” around such ideologies.

The CISA-Twitter Files proved that the federal government actively censored Americans online, using SIP guidelines from Pillars 1 and 2 to coordinate content suppression with tech companies.
Not a Partisan Issue, A Constitutional Crisis
This is not about Democrats vs. Republicans. It’s about the Constitution vs. the administrative state. If this framework isn’t dismantled, a future administration could use it to target the Left just as easily as the Right. The National Strategy and the Strategic Implementation Plan are mechanisms to target political opponents regardless of party.
Every American should read the National Strategy (31 pages) and the SIP (15 pages). It’s a manual for how to suppress dissent, weaponize government agencies, and sideline anyone who challenges the ruling narrative.
What Must Happen Now
To restore liberty and trust in our institutions:

President Trump must immediately rescind both the SIP and the National Strategy for Countering Domestic Terrorism.

Congress must pass legislation to ban ideological surveillance, defund abusive programs, and hold federal agencies accountable.

We the people must stay informed, demand transparency, and never allow the government to define speech as terrorism.
